Our Story

Construction has always been part of Todd’s life, growing up with a stepfather who was a superintendent. When Todd was 16, his mother and stepfather founded their own structural concrete construction company in Atlanta. Todd immediately started working for the company, building shoring and unloading trucks in the family’s formwork yard – otherwise known as their backyard.

Todd continued to work for the family business as a laborer, carpenter, and foreman while he pursued his Construction Management degree from Southern Tech University. After graduating, he spent time working in the office on estimating, engineering formwork and shoring, and managing small projects. Todd transferred to Florida in the mid-1990s, where he and his future business partner, Bill Nagele, worked to build the family’s Orlando office to $70M in annual revenue and 700 employees. In the meantime, Todd earned his MBA from Auburn University.

Todd’s family sold their company in 1998. After working together for over a decade, Todd and Bill knew they shared a common belief in quality over quantity, honesty, and hard work. Together they founded Universal Forming in 2005 and have grown the company from a garage startup to Florida’s leading structural concrete builder, capable of handling the largest and most complex projects in the state. Today, Todd can usually be found in the office managing the business side of UFI – from estimating and engineering to project management and business development.

Growing up on a dairy farm in upstate New York, Bill learned the importance of hard work early in life. At age 16, he had the opportunity to begin working alongside a neighbor who was in the construction business, which piqued his interest in the field. After attending college, he went to work as a field engineer with a general contractor, managing complex commercial and industrial construction projects. After moving into concrete construction in 1982, Bill developed a reputation for superior project supervision and management skills - executing large and complex projects with great labor and time savings. Bill brought this expertise to Universal Forming as a co-founder of the company in 2005.

Bill’s natural talents have served him well at UFI, where he has spearheaded several process innovations that enable our team to execute well above industry standards. Today you can usually find Bill expertly planning a new project or on site coaching UFI’s teams to improve speed, quality, productivity, and safety.

Roger always knew that construction was his passion. He began working for a General Contractor at the age of 14, part-time during the school year and full-time in the summer. He worked his way up from an entry-level cleaning crew position to excavating foundations with a shovel, tying rebar, serving on the place and finish crew, and ultimately working in concrete forming. After graduating from the University of Florida with a Bachelor of Science degree in Construction Management, Roger continued his career in concrete construction, overseeing a variety of high-profile projects such as the Federal Reserve Bank of Atlanta, Thyssen Krupp Steel Mill, and the UTSW Hospital in Dallas.

Now as VP of Pre-Construction for UFI, Roger leverages his lifetime of concrete construction expertise to develop innovative approaches to project delivery, with an eye towards saving our clients significant time and money.

Heman started his career in structural concrete as a student intern, working for Todd Volheim at his family’s company. After graduating from the Rinker School at the University of Florida, Heman went on to be part of the successful procurement and construction of dozens of large commercial projects, from high-rise residential to high-profile healthcare buildings.

Today with over two decades of experience, Heman oversees the procurement and execution of all UFI projects in South Florida. During the Pre-Construction process, he assists clients with structural system selection, site logistics, and the development of project schedules and budgets. Throughout the construction phase, he leads UFI’s project teams to ensure safety, schedule, and quality expectations are achieved.
